Step 1 -In a large bowl with an airtight lid, add the mayonnaise, the apple cider vinegar, the granulated sugar, the Dijon mustard, and the celery seed and whisk to combine.

Step 2 -Add the scallions and the coleslaw mix to the mayonnaise mixture and toss until well-combined.

Step 3 -Cover and transfer the coleslaw mixture to the refrigerator to marinate until ready to use, about 1 hour.

Step 4 -On a flat surface with a butter knife, evenly spread the Russian dressing on each of the 12 slices of rye bread.

Step 5 -Add 4 ounces of the pastrami to each of the 6 bottom slices of the rye bread.

Step 6 -Evenly add about 1/2 cup of the coleslaw mixture on top of the pastrami layer.

Step 7 -Add the remaining 6 slices of rye bread to the top of the coleslaw mixture.

Step 8 -Plate with the potato salad and serve, using toothpicks to hold the sandwiches together if needed.
